Sure, -vo vesa.

For example, mplayer says "VIDEO:  [DIV3]  640x272  24bpp  23.98 fps
924.6 kbps (112.9 kbyte/s)",
this movies has same little stops. 
Another movie with "VIDEO:  [DIV3]  640x272  24bpp  25.00 fps  683.5
kbps (83.4 kbyte/s)" runs very smooth.

Makes this 1 fps such big problems?

I guess you mean -vo vesa. Maybe -fps 29.97 will help you
