Are you using two cards with transfer mode and new drivers by any chance?
Try a more recent version of vdr like 1.1.21 - it has some fixes to keep 
CPU load low - with a fix for low CPU usage in transfer mode to appear in 
the next version (thanks to Teemu Rantanen).
