[vdr] ANNOUNCE weather-plugin

Hi list,

I would like to announce a new plugin "weather". It gets the current weather
conditions (METAR) from ftp://weather.noaa.gov FTP for a selected location.

Edit the station id in the prefereces. Default is "EDDF" (Frankfurt /
M-Flughafen, Germany). You can get your station id from http://weather.noaa.gov/.

The plugin uses the libraries:
-METAR Decoder Software Package Library 0.11(http://limulus.net/mdsplib/)
-ftplib 3.1-1 (http://nbpfaus.net/~pfau/ftplib/)

Next versions will have some graphics to display the wether conditions
(graphics for wind, etc).
