No, that is not possible.
1. The Microcontroller has very limited EEPROM space (256 Bytes)
2. You need a different USB protocol to "simulate" a keyboard.

However, it is no problem to emulate things like that using software on the
LINUX system.
You can use every LIRC client together with my server and there are some
LIRC clients doing
exactly this.

You can store one command in the EEPROM of the microcontroller to switch the
PC on using
a small module triggering the power switch of the PC. This hardware is
described on my
page, too.

Nice! ;o)

Do you have any intentions to support linux-input-device with the USB 
version? (I mean loading the IR-codes into the micro-controller so that 
the firmware directly provides input-device commands on the USB).
