Sounds more like you can't even tune to the channel.

Maybe you should try the VDR developer version from
ftp://ftp.cadsoft.de/vdr/Developer/vdr-1.1.32.tar.bz2 with the driver
ftp://ftp.cadsoft.de/vdr/Developer/linux-dvb.2003-05-10.tar.bz2
