[vdr] VDR 1.3 feature request

Add a menu option to list and release DVB card(s) from within VDR, and to
rescan (new) available cards.

Why? Simply to make 1.3 testing and debugging easier, assuming you have
multiple DVB cards. You could release one card from your stable VDR and
leave it running, then start a brand new VDR (using new config/video dir)
next to your stable one, test/debug whatever you need, and finally rescan
the card back to the stable VDR.

Don't know if this is difficult to implement or not, but would be cool and
useful - you could test something even if you are recording... Sometimes it
would also be useful to know which cards are busy and why.
