It seems you want to tell us you have a DVB-T without a MPEG-decoder, right?

VDR itself only supports DVB-cards with integrated MPEG-decoder (based on TT-layout).

For other HW-decoders or soft-decoding you need a plugin. The only one working on KDE I know is the Xine-plugin (softdevice-plugin will support Xv in the near future, too).
