Have you tried to tune your DVB-C card to an unencrypted channel after
restart?

I earlier posted that vdr isn't able to tune to encrypted channel as a
first channel. I'll have to tune it to unencrypted channel after start,
after few seconds I'll be able to tune to encrypted channel.
