I don't think so - after all, VDR just sends I-frames in FF/FR mode
and it works just fine (with FF DVB cards, that is).

That would be my assumption, too (of course, I have no experience
with the dbox2, but I would assume that it should replay a sequence
of I-frames resulting in FF/FR).
