Downmixing of course needs more cpu power. But if downmixing with
DVD plugin worked on your machine, your cpu seems to be fast
enough for this.

Using downmix for recording with AC3 stream seems quite useless
to me. I haven't seen a broadcast company which doesn't provides
a dolby-surround downmix in parallel to the AC3 stream.

AFAIK it doesn't uses the HD at all, but may be you're running
low on memory and the system start to swap out.
