[vdr] Announce: DVB subtitles 0.3.0

There's a new version of the DVB subtitles plugin available at:

Note: This is only for VDR version 1.3.6. I bumped the version number to 0.3 
to match the VDR 1.3.x version numbers.

2004-05-06: Version 0.3.0
-New and improved, asynchronic, SI scanner for you zapping pleasure
-Per Channel Language Setting
 -Main menu language selector (can be disabled in the setup)
-Color Look-Up Table decoding and 4bit graphics => improved quality
 -Setup option for "DXR3 compability" aka 2bit graphics and fixed palette.

Known issues:

-Per channel selection is not yet used for recordings. Only the common 
primary/secodary languages get recorder.
