I see them too.

They seem to pop up under one of two circumstances:

1. If the load is too high. If I use mencoder and record a programme
   at the same time, VDR loses data and the unknown-picture-errors
   occur. (The box is way too slow for mencoding, so it's not VDR's
   fault)

2. If I record from a channel with less-than-perfect reception.

It leads me to believe that at least part of the problem comes from
stream corruption and/or effects of bad tuning.
