[linux-dvb] DVB-T Scanfile for Leipzig (Germany)

Hello,

I have created a scanfile for Leipzig. In Leipzig DVB-T is at the moment non 
official, but in test, that's why only 4 transmitter are in the list . 
Beginning in December DVB-T is official, with all transmitters.
