These headers are not part of the DVB API, and are considered half-private
i.e. not for userspace.
The correct location for them is include/media/dvb/, not
include/linux/dvb/.
(For the V4 API stuff we've moved them there.)
There are a few out-of-tree drivers (mostly embedded stuff)
which will break if we move them; otherwise I am not
opposed to moving them. Let's see if some out-of-tree driver
maintainer objects...
