Hello,

one of the dvb-t channel lists is broken: de-Ruhrgebiet is not up to
date, it contains one frequency which is no longer used and it lacks one
frequency where four of the tv channels moved to.

I attached an up-to-date channel list.

I am sorry, I am not familiar with svn so this is not a svn diff, it's
just the new file.
