Could you please test if it works again, if you replace
  SAA7146_USE_I2C_IRQ
by
  SAA7146_I2C_SHORT_DELAY
in budget-av.c?

Can someone confirm this problem with card type 1894:0021
(KNC1 DVB-C Plus)?
