The Standard for Digital Video Broadcasts. Specified by the DVB Consortium and the European Telecommunication Standards Institute ETSI.

Accepted worldwide except: U.S. and some central/south american countries which broadcast a mixture of the proprietary DirecTV and standardized ATSC transmissions, and Japan which broadcast standardized ISDB transmissions.

http://www.dvb.org/ has a nice overview of the relevant standards documents ("Home > Technology > Standards & Specifications"). The individual documents are published by ETSI and can be downloaded for free (after registration) from http://www.etsi.org/.
