At the time it was submitted only version 1 existed.

I think so. It does not seem to be very active, but other companies
in the Linux/DVB business recognize the effort to create a common
API and platform specification.
Whether they actually use the driver API from the TV Linux
Alliance draft standard or make up their own one is a political
issue. But so far it seems that even companies which use "our"
API do not participate in technical discussions about further
development here on this list...
