The MPEG preview drafts are available on the web for free, you are looking for the H.222 standard. The final spec is sold by the ISO and/or ITU committee.

IIRC once you were able to download up to 3 documents on the ITU webserver for free, don't know whether this is still possible.

Is there already an application like "ps2pva" that converts mpeg ps to technotrend pva? Otherwise I could write one to feed the ttusb_dec module with a pva stream as soon as it can playback. Like that we don't have to do ps->pva conversion in the kernel. (Bad idea? good idea? I don't know)
you don't have a real alternative, evil hardware needs evil hacks.
