It seems a bit strange for a PAL continent to go with NTSC drop frame programming.

Here in Australia, most HD channel content is dual purposed and you get the HD programs on both HD channels and downscaled on SD channels. You also get some broadcasters providing all their SD content upscaled on their HD service. Since most of the SD stuff is then output via STBs to normal PAL TV sets, the footage needs to be broadcast at PAL frame rates. You also get STBs that will output downscaled HD channels on standard SVideo / Composite connections as PAL. Again, you can't expect this gear to perform on the fly NTSC to PAL conversion that is watchable. So the only logical choice for HDTV in a PAL country is 50 fields/s, unless you insist that access to HDTV content is limited to those who chuck out their existing equipment and replace it with gear that is capable of both NTSC and PAL at HDTV resolutions.
