If its an stv0299, and it says it got a lock, I would expect it to *really* 
have one. What happens if you try a frequency you know has no signal.. or 
unplug the cable?

Another thought - I know you compared the SAA7146 memory - did you compare the 
PCI configuration registers (e.g. lspci -xxx)?
