It depends on the TV card. I only know details about cards with Bt-Chips.
Earlier models with Bt848 needed two crystals to be able to display
NTSC and PAL. Only few cards had both installed on the same board. 
Newer cards (Bt848A, Bt849, Bt878) only need one and
have an on-chip PLL to create the needed other frequencies. 
Check for messages regarding PLL initialization in the kernel logs.
So, any of the current cards with Bt878 should be able to do this
but the PLL config depends on the installed crystal.  
If it is a known card you just have to select the right card config,
otherwise you have to try the different PLL settings.
