I look on two different win98se (sorry for use) systems and there is no path to the /windows/system directory!

better soloution ;-)
If i do so i'll get:
path=\SYSTEM32;C:\WINDOWS;C:\WINDOWS\COMMAND;
Nice, isn't it! I beleve win98 don't not the %SystemRoot% variable and need to be set to C:\WINDOWS\SYSTEM not ...32 (there i find regserv).
On the other hand, in your case you set windows alltimes to look first into the .../SYSTEM directory for not known commands i think the .../COMMAND is the better one to look 
first.
