Me, as soon as I get the parts we ordered for our VDR project. For now
I'm using mplayer on my laptop for MPEG1 and DivX with SDL video output
driver, and it works fine. The laptop has a composite TV output (the
display adapter is an ATI Mobility something), and it works somehow
(black stripe on the right side of the TV screen, picture not centered
on the TV, not so good picture quality...). So I don't use any special
driver for the TV-output, I simply use the TV as a monitor. 

On the mplayer-users mailing list, a guy said he made a VGA-to-SCART
adapter, using the RVB input ability of almost any TV set nowadays.

You might try something like that, instead of bothering with your
TV-output ? Anyway, there are lots of people playing with Radeon and
G400 on that mailing list, so it might be a good idea for you to
subscribe to it...
