Looks loke a matter of too high bitrates out of the specs. Since the buffers are cleared after skipping/jumping playback is ok afterwards.

How does the MPEG stream play in 'ordinary' VDR mode (eg. copy the MPEG data into a 001.vdr file in an appropriate directory).

Worst case you have to reencode your video with lower (video) bitrates to create a new vcd...
