As far as I have read dish is really near to dvb, but :
- it is encrypted with a propritary system => no pc-hardware can decrypt it.
- I don't know if they made additional non standard extensions ... i can't say 
if it would work

about hdtv there was a thread on linux-dvb a while back, you may want to read 
the archives.
