[vdr] VideoCD plugin 0.0.5b

This new version of the VCD plugin introduces automated replay control 
of VCDs by Program Sequence Descriptors as defined in the standards.

The plugin will work with VDR version >=1.2.6
To make still images work under VDR version 1.2.5 uncomment the line
DEFINES += -DSTRIP_STILLIMAGE_PES_HEADER
in the Makefile.
