As far as I remember, it passes the _start_ time of the currently running
recording.

this has been discussed here a few times. some of the advantages of the
currently implemented behaviour:

 - what if there are several recordings running and you are not aware of
   the second one. you will interrupt it.
 - what if the next recording (of those which are not running yet) will
   start in 30 seconds? would you still like to shutdown?

with the current implementation you have following:
   If you want to shutdown your PC ignoring all your running/ongoing
   recordings, you can let vdrshutdown do that for you. But then YOU would
   be the one to take care of starting the PC next time.
