Well, I've tried with a 1.3.16 ...
The first MainMenu.conf creation is really "buggy" but, once this 
"passed", I can do whatever I want into plugin setup page :(

Maybe just try a MainMenu.conf like this :

0::Setup

That'll create only the Setup entry, which will let you enter in the 
plugin setup page, and add whatever you want...

I'll gonna look at the MainMenu.conf creation function to see where it 
goes wrong...
