I don't think that it is a problem to name the DolbyStream as Dolby Digital: 

The Dolby audio stream is generated by the broadcaster (with a licensed decoder i would assume) - and therefore *it is* a DolbDigital signal (btw is DTS possible / allowed in a DVB-stream?). VDR does not decode the signal, you need a dolby certified equipment and the manufacturer has to pay the license fee to Dolby Labs.
