It's very easy to create a new vdrdevel plugin. You can use the 
debianize-vdrdevelplugin script which is included in the vdrdevel-dev 
package. It creates the debian files from a template if you start it in 
an unpacked upstream package. The differences between vdr and vdrdevel 
are only in control and changelog. All other changes are done by a 
special dpatch.
