Many of the registers of the VES1893 are relative to the SR,
like the parameters for the carrier frequency recovery algorithm
and the synchronization algorithms. Maybe these should be adjusted
for low SRs. Note that the signal aquisition time also increases
for low SRs.

Please let me know if you have any success tinkering
with the VES1893 register settings.
