can the DVB-S and DVB-C recieve terrestrial signals?

What are some PCI cards that use these tunners?

Are there any cards that use diversity inputs?  This is when they use two diffrent antennas and do some math to pick the signal out of the noise.  It's really good for mobile terrestrial reception.
