can the DVB-S and DVB-C recieve terrestrial signals?
no. DVB-S is DVB over satellite, DVB-C is cable DVB.

What are some PCI cards that use these tunners?
The tda10045 is soldered on the new Technotrend design shipped by Lorenzen, the nxt6000 is used in the Alps frontends used on the Nebula DVB-T cards.

Are there any cards that use diversity inputs? This is when they use two diffrent antennas and do some math to pick the signal out of the noise. It's really good for mobile terrestrial reception.
OFDM demodulators for DVB-T use a slightly different approach, the inverse FFT spectrum is equalized in order to eliminate echos. Just take a look in the relevant specs or books to learn all the details about the demodulation scheme used for DVB-T.
