I just checked the standard, and for 25 Hz SDTV it lists 720x576,
544x576, 480x576, 352x576 and 352x288.  It also states that "IRDs
shall be capable of decoding lower picture resolutions and displaying
them at less than full-size after using one the standard
up-conversions".  I don't know quite what to make of this.  For 30 Hz
SDTV a horizontal resolution of 640 is added, and the vertical is 480.
