you may legally need a TV license, but if you don't have terrestrial tv 
or a satellite dish hanging off the wall who is ever going to know you 
own a skystar2. If you do have tv, delivered by whatever method,  you 
should already have a license and, as I understand it, don't need 
another one. Besides if you don't have a dish you could probably argue 
that you don't have equipment capable of receiving a tv signal, like 
owning a cathode ray tube without the surrounding bits.
