Have you checked if (S)VCD support is compiled in correctly? Is there an
item 'VideoCD' in the main menu? Can you select it and see your (S)VCD
tracks listed?

Did you apply the pure VideoCD patch or AIO? To which VDR version?

The patch doesn't are about NTSC/PAL, it just sends the MPEG data to the
driver/card. You'll get a NTSC output signal if you replay NTSC SVCDs...
Your TV set must be capable to show this correctly.
