Well it can be derived from the digital data stream. There is a little
programm enabling you to scan for those pids yourself, it's named pscan
I think. Anyhow every digital reciever internally stores the audio and
video pids. And channels.conf is just one of those internal storage
spaces.

However I'd still think VDR should store all new channels it finds
somewhere, maybe in a channels2.conf or something.
