Isn't this handled automatically if you set the PrimaryDVB and
PrimaryLimit to the right values?
As far as I remember I have the PrimaryLimit set ot 100, a value that
isn't reached by any recording. The disadvantage is that then this card
can never used by any recording. But I have 4 cards anyway. You can set
the PrimaryLimit to a lower priority so that you can program specific
recordings to use the primary when you are sure that you don't need the
Primary for viewing.

Then get an universal remote control. I have a Pronto and multiple
OneForAll 4 Digital remotes. I don't have much to say about the Pronto
(it can do everything), but the OFA 4 Digital is also great. It has
distinct keys for DigiSAT and VCR. So VDR can easily be controlled
without switching between devices. You have the color and direction keys
available, and in replay you can use the play, stop, ff, .. keys to
control replay. 
I distribute the video signals of multiple SAT receivers, VDR and the
monitor output of my AV receiver to multiple different rooms with
different TV brands. Each OFA is programmed in a way that the sources
that should be available can be controlled easily. This includes
controling volume and mute of the corresponding TV even when VCR, DVD or
another SAT receiver is selected. It was some effort to find out all the
codes for the devices and program OFA4DIGITAL but it is cerainly worth
it.
