It seems that you have the same problem as me... One of my DVB boards is 
mounted very near to the cpu fan. The other day I went to my living room and 
I heard a strange noise. I opened the machine and I saw an amazing disaster: 
One paddle of the cpu fan was broken and hit the surface of the DVB board!
Fortunately this was card was not the primary interface. After a while I 
tried to use the video out connector but the picture was exactly as you 
described.

There is a small unlabeled SMD coil near the J2 connector and this part was 
broken. Naive as I am I tried to solder a bypass but this won't help. It 
seems that this part is important for the sync signal for both the video out 
connector and the RGB J2 connector.

You could messure the resistance between the soldering points of that SMD 
coil.
