It is more often used in USA, where subtitling is fairly unknown in TV
broadcasts, and is intended for the hearing impaired. Atleast in US TV it
is much like the teletext-based subtitling, with the exception that the
characters are written to the screen one by one, in sync with the speech.
I don't know anything about the technology used.
