Please distinguish between "real" budget DVB cards and budget DVB cards 
with additional analog video inputs.

AFAIK the KNC1 cards have additional analog video inputs on board, so 
they require the saa7146_vv module to be loaded.

The pure budget cards only some very basic functions which are in the 
saa7146 module alone.

So you need to distinguish at least these two types of cards. All common 
DVB budget functions are present in budget.c and are linked to both drivers.
