Im using vanilla 2.6.8.1 kernel + patch listed at the end.
2xTwinhan DVB-T cards.
Slackware 10, VDR-1.3.12+patches and vdradmin-0.96.
Aarrgh, so this was the same problem - that everything appears to works
fine, its just that there is no data from the budget cards?

Which Twinhan cards are they BTW?
not sure what you want, so:

from dmesg:
bttv0: detected: Twinhan VisionPlus DVB-T [card=113], PCI subsystem ID

bttv0: using: Twinhan DST + clones [card=113,insmod option]
bttv0: gpio: en=00000000, out=00000000 in=00fb7afe [init]
bttv0: using tuner=4
bttv0: add subdevice "dvb0"
bttv: Bt8xx card found (1).

VP-3020/3021------------------> You have a good signal ?
I wouldn't say the signal is that good but the picture/sound is great.
There are very few programs I record now with any noticable fault in
them. We have a cctv camera that splatters a strong clock/carrier onto
the BBC mux. My old Nova-T was unable to show more than a couple of
frames without error so Im rather impressed with what they've done
inside the twinhan.

When comparing the signal, I've had to go on the analogue picture
quality when compared to other places I've lived (watching with the
same TV). The numbers all my DVB-T cards show are always low but then
they are in no way calibrated to a useful measure.
