Not sure there is any such location other than scanning the dvb-list
archive, but briefly...

Grab the latest dvb source from cvs, compile and install.
Grab latest dvbstream and dvbtune from cvs in dvbtools on sourceforge,
compile.
Grab the latest mplayer, compile and install.

Run dvbtune for the frequencies in your area, convert to channels.conf
format with supplied tools.

./dvbstream <various parameters> | mplayer -

should now give you a TV picture on screen - with sound of course.

Mm... I think I paid almost that for my budget card when they were fairly
new to market here :-(

You could certainly do this using two budget dvb-t cards with something
like
./dvbstream -c 0 <parameters> > file.mpeg
./dvbstream -c 1 <parameters> | mplayer -
