I was thinking of a small Perl script. PHP is not an option.

Yes, that's pretty much what I was thinking of. However, we have to take into account
that some people don't want to be publicly listed anywhere. So it would have to be
possible to register with an existing email address, but not have that address (or any
other part of the data) visibly listed.

Yes, but that would leave out a lot of possible users, I guess.

Nevermind, I just thought I'd ask if there is an existing tool that might
do just that. Maybe I'll hack together a Perl script that implements it...
