No and no. tosvcd is using the only mpeg2encoder I know under Linux. You cant 
give average bitrates, you can't do more-pass encoding, there are no enhanced 
mpeg2-encoding implemented (according to that what I read here:
http://tns-www.lcs.mit.edu/manuals/mpeg2/FAQ
and what I've seen as result. )
I would even pay for a good _and_ fast encoder under Linux (20-50EUR maybe). 
But there isn't one or at least I never saw one.
