Well, I haven't actually build a digital fan controller but wrote a small daemon which evaluates temp readings from lm-sensors. Currently two fans can be controlled independently via a serial port. The actual driver circuit to switch the fans on and off is quit simple. In "off" mode both fans run at low speed; voltage drop handle by 5W resistor. If anyone is interested I'll put the c-source and some pictures to get an idea on my homepage...
