If you change parameters whicle testing I'd say that you can just
as well restart VDR.

Making everything so that config files can be changed and reloaded
on the fly would IMO make things unnecessarily complicated, especially
if you also take plugins into account. This is not "normal operation",
and during testing or debugging it shouldn't be a problem to restart
VDR if you do feel the need to manually modify a config file.
