No, it is not !!!

The DVB descrambling algorithm is protected and without the permission of
the DVB consortium you are not allowed to implement this algorithm (beside
the fact, that they will not tell you how it works). Only semiconductor
vendors which produce descrambler chips (like TI for DVB-s) are able to get
this permission. The NOVA card does not include such a circuit !!
This is completely independent from the crypting algorithms used do crypt
the decryption-keys (IRDETO, SECA etc.). These are protected schemes as
well, but you buy the right to use it when purchasing a CI-module.
