Which doesn't say which is HIGHER (->more important).

For VDR it is "the higher the better", but there are enough "the lower
the better" cases.

(e.g. Protected mode rings. kernel is "0", user-mode is 3O or
Mail-Exchanger (DNS) best is the one with the lowest preference)

IOW you can't always they "the higher the better". It depends. :-)
